Black Moon Rising (1986) does that and so much more thanks to the addition of Linda Hamilton, no slouch when it comes to ass kicking or just plain ass. She plays a car thief to Jones’s freelance government man. The car she steals is the Black Moon of the title, an experimental vehicle that runs on water.
